...and not by KITERS. (There was a Kiting Kid on the East Beach of Tod's Point today. But I think this sign is referring to KiteSailing. KiteSailing uses very long wires and can be very dangerous to people on the ground as well as the KiteSurfer. I witnessed a kitesurfer out of control come accross the road and 'takeout' a biker, multiple injuries )
